Change log level on the fly without restarting Tomcat

There should be a way to change the log level (TRACE; DEBUG; INFO etc) for the different loggers in the tomcat/conf directory that applies directly without needing to restart the entire application server.

Restarting is very intrusive and takes time.

First part could be that we can just edit the files and IG will pick up that they have been edited and read the new log levels and apply them.

The second part could be a UI or API endpoint we can use to change the log level temporarily.
