With audit startup, there is a race where emails go out while the audit is still generating; on large audits, the audit generation can take quite a while, and so the quickest recipients may access the audit before it's available (the audit shows as blank or greyed out). It would be nice if email notifications were delayed until the audit was completely started to cut down on the confusion this causes.

In IG 3.6, available Dec 2019, we have added a message to the review screen during startup indicating that the review it is still being generated. Any users who access the page before the review is ready will no longer get an access error message. They can refresh or come back later and see the full review.
