SCIM Fulfiller / Collector

SCIM provides a well-defined (and extensible) schema in the identity space and there are several applications that support it. SCIM integrations could likely be accomplished today with some complex REST handling, but it would be nice to have a turnkey solution that would allow for easy integrations if a target application supports it. The may be some work to support the extensibility of SCIM for new resource types, but nonetheless I see value here.
