Improve workflow resilience

When Tomcat can't create any more Java threads due to the error condition

(Too many open files)

then workflows start failing and terminating.

Those kind of errors should not cause the workflow to terminate in my opinion. It should be able to recover and retry an activity instead of stopping the workflow.
