How to disable helpdesk in IDM

I 

would like to disable the helpdesk feature in the IDM Dashboard, but there does not seem to be any option to do this. I can see it listed under the Access settings, but it is a dummy entry, and there are no options to change anything. You can see there is no entry for Trustees for this item:
