IDM prevent telephone number entering

Good afternoon I have a doubt with this business case:

There is a certain application that is authoritative source for the telephone number in the organization.

In the Identity manager to prevent telephone number entered in some other application to change the telephone number in the authoritative applicaiton, we could say that we can use a policy or a filter?

This is a basic question about IDM and authority.

So Authoritative source's filter is Pub-Sync, so it sends to IDV.

All other drivers with phone number in their filter, get sent to Pub-reset so that any Pub channel events changing it, get reset to the IDV provided value, which is really the authoritative app source value.
