So your choices are migrate from IDV (sets the Association on each user
to a state (namespace value) to 4 for migrate.
Then Migrate into IDV - you pick an object a class, a filter, and that
generates a <query> doc that gets injected into the sub channel flow.
The response document (<instance>) has as many objects as match, and
each one is converted into a <sync> event which is the migrate, down teh
Pub channel, but oddly, usually labelled with ST: in the trace since the
query started on the Sub channel, but it is walking down the Publisher
policy sets.

The iManager interface to this is very not obvious, but you can do it.
Select "Migrate in to vault"
Use "Edit List" button to select the object class you want to migrate (User) - Then "OK"
Use "Edit Class" button to fill in the path you want to use (ou=migusers,dc=whatever,dc=org) - then "Ok"
Then start the migration. It will be scoped to the container path you specified.

Another easy and reliable option for this task: Run and customize migration form C2 (https://sneakycat.biz/)
