Password Expiration Notification Job Scope/Search base Issue

FYI: I earlier posted the same request in I-Manager thread as i tried to do it from I-Manager. But i was suggested to post here.. So re-posting the same issue here.
I have a Password Expiration Notification job. Where i am facing a issue between the Search base under (parameters) and scope.

As per NetIQ documentation - https://www.netiq.com/documentation/...a/befh4ql.html for this job there is no relevance for the scope tab for this job. But i am not sure why this tab is visible in this case. But my doubt is not this. My doubt are in below points.

1. I have a Users OU under which i have 3 different containers one OU for Vendors, one OU for Employees and one OU for Inactive Users. My requirement is i need to apply this job only to the Vendor and Employee OU and not to Inactive OU. I tired to define the User OU under Search base under (parameters) and defined the Vendor OU and Employee OU under Scope. I selected the sub option as Apply to all Descendants and then i tried to update it to Children. But in all the cases the job considered all the Containers (including the Inactive).

Do we have a option to Given the Search base as User but restrict the actual scope to only Vendor OU and Employees OU. Request for your help on this topic here ?

2. To let you know the other option i tried is to create a new Job for each container, here i was not able to use the option NEW under the Driver Set Job (I am not sure why).
So i create a Object under the tree ->DriverSet and assigned the Job Class to it and then modified the same and gave the scope i was looking for - this kind of worked but i am not sure if this is a correct approach.

It should work with having two Jobs.

Another option is to user the User container as Base and restrict rights for the job. Only allowing the job to see and read from the desired containers.
