You have at least three options in order from best to least-great (in my
opinion):

1. Use LDAP directly to the Identity Vault; simple, libraries abound,
secure, over the wire vs. managing files, etc.
2. Use a Delimited Text driver or something like that to accept a user
and password and then set things.
3. Send in an operation document via dxcmd

Regarding option #1 that Aaron mentioned, I've done that in java utilizing extended LDAP calls and
was able to take advantage of the NMAS libraries as well to create an entire web app that supports
all of the password enforcement in eDir.

It's not that big a task.
