Greetings,
You must configure and run both the UserApp Driver and the Role
Resource Service Driver. If you do not do both the system will not be
fully configured correctly. As a result aspects of the UserApplication
will not work correctly.

When the UA web UI is first loaded, it generates a request for a stack
(20+) of roles, which the RRSD enforces. Without RRSD, there are no
permissions granted in to do anything in UA.

So yes, like Steve says you need RRSD.
