Search Portlet Customization

Is it possible in userapp search portlet to fix the value of a search

For e.g if I choose 5 attributes as search criteria for User Class -
First Name, Last Name, User ID, Phone, Email Address. Out of these I
want that everytime someone does a search, all the users with Last Name
= 'Smith' are returned and user should not be able to change this

If not through portlet is there any other way to do this? I need to
create multiple search UIs each with a different fixed search
