Ugh! 4.7 configure.sh
You would think that after all these years and all the scripts that development put out for differing products, they would know by now how to handle special characters in passwords during a "read"!

passwords can be difficult.
we just found out that % is not valid in the password for the reporting administrator. or at least that seem to be the case for us since it worked when we changed to another password.
