Tests with a scale of up to 50 VUsers can run from the developers' machines using LoadRunner Developer. To scale further, a license to a LoadRunner family product. The easiest flow would be leveraging the new integration of LoadRunner Developer with LoadRunner Cloud, where it will automatically upload the asset from the IDE to LoadRunner Cloud and use the scenario defined in the relevant configuration .yml file. this can allow execution of 1000 VUsers and even more.
