Add a method of having common libraries in scripts that are managed by LRP/LRE

We use some common libraries to do common functions between applications and have to share them on a network drive currently. It would be useful if something similar to UFT libraries on the Functional Testing side. This would make management of the script easier and would hopefully let the LRE SLA tool pick up the transaction names.

Right now our common libraries have transactions, but because it is saved on a network drive and isn't part of a script the LRE SLA feature for scenarios doesn't work since the transaction names don't get added to the script's config files. This limits our ability to take advantage of the Analyze feature in LRE.
