"Other users" in Alerts should pop up a User selection window with all users created/imported in LRE

Status:

"Other users" field in Alerts should pop up a User selection window with all users created/imported in LRE.

Right now it is tedious to have to switch between the Users and Alerts view to copy-paste the relevant user names.

Additionally, if we could add single emails or distribution lists.
