Importing data to Analysis, standard time

I've been importing data from our own monitors into Analysis for some time. When I import it while daylight savings time is in effect, it imports correctly. Now that we're back on standard time, I have to manually specify the Eastern (GMT-5) time zone every time. It's like Analysis thinks we're in the Atlantic time zone or something. I'm running version 9.51 build 3280; I have 9.52 but the install fails: see my other thread from months ago (which has gotten no response).

Question: how does Analysis determine what the Local timezone is? (And yes, my PC, running Windows 7 but this was also happening when I had Windows XP, is set to the correct time zone.)
