SLA setting goals

Hi,
I'm new to goal oriented scenario.
What is meant by Load in "Set Load Criteria" while setting the SLAs?
If my requirements is like, the response time should be less than 7 sec for one transaction, then how can i set this as target?
Please explain.

Load is nothing but the no. of V-users.
You have check with max. how many V-users one transcation can reach 7 sec.

So, if the requirements is like for one Vuser, the response time for one transaction is less than 7 Sec then, the Load Criteria will be
Load Criteria: running Vusers
Load Values: Less than 1 and greater
than or eqaul to 1.
Right?
