Script date format convertion and time difference

is it possible to change the format of the date we captured when replaying a script.

I have to compare a timestamp of the format "02-FEB-2013 13:45(returned by the server)" to the current system time which is of different time zone.Further I have to make sure that the time difference is less than 30 minutes.Since the timestamp from the server doesnt return a seconds,is it even possible to do a time difference here?

Does anybody have any input?
