Please be more clear on the question.
Server monitoring can be done many ways.

1) Profiling the code through HP Diagnostics
2) Using LR Controller to monitor
3) Using Perfmon to monitor

Windows server monitoring, whether done by LR native monitors or via SiteScope, leverage Windows Performance Counters. This incurs no additional load on the server.
