SiteScope Apache Monitor CPULoad

My client set up an Apache Server monitor in sitescope and noticed that during the load test run, the CPULoad metric appears inverse of what is expected. It goes down as the load increases, then levels off very low during the load duration, then increases as the load decreases.

My question is, is this metric reporting %idle vs. load? He wants clarification as to why the data is inverted, and we have been unable to find any documentation to explain it.

We would appreciate any insight!
