Do we have the Flexibility in creating Users in Load Runner. Can we manage Ramp up/Ramp down user feature?

Sure there is. You can control it manually and via the scheduler. I suggest you read the documentation and do the tutorial, it is very basic functionality.

the ramp up and ramp down feature is in the Controller documentation

i have attach a screenshot on where you could set it...but in my example its setup for "indefinitely" because my current test is actually a tuning test where the application team together with the WAS engineer will do a series of tuning parameters while the test is running...until they get what setting they want to reach their goal thats the time we will run the actual performance test.
