Hi,

Both on premise and AWS are valid options, I see several aspects you should take into consideration before deciding.

1. Where are the real users expected to use the application from? If it is from different regions in the world, AWS can help mimicing that more easily by deploying the LGs in different  regions. Alternatively you can network virtualization to emulate network locations.

2. Do you have access from the on-premise Load Generators to the AWS based application? If so, it is still valid using them for generating workload

3. HW maintenance cost saving. By provisioing the LGs on demand for the test execution you can save the costs associated with maintaining the LGs on premise. Just note that if you do not manage wisely, you might end up spending more money in AWS

There are probably more aspects to consider... List all and then decide.
