Cannot access HP Web Tours demo to start LoadRunner Vugen training

After installing LR 12.52 Community Edition on my laptop, following the "localhost" setup instructions, I started the Web Tours server as instructed.  Then I do:

Start > All Programs > HP Software > HP LoadRunner > Samples > Web > HP Web Tours Application

Firefox gives the following response:

Forbidden

You don't have permission to access /WebTours/index.htm on this server.

Any advice on what to do?  I get a different message if I shut down the (Apache) Web Tours server task.

I was able to circumvent the problem by making the following change to \conf\httpd.conf (underlined line):

# Each directory to which Apache has access can be configured with respect

# First, we configure the "default" to be a very restrictive set of
# features.  
#
<Directory />
    Options FollowSymLinks
    AllowOverride None
#    Order deny,allow
#    Deny from all
    Order allow,deny
    Allow from all
</Directory>

Note that for the Apache HTTPD daemon, this is more permissive than you would normally want to be, as you would normally want to fix this at the <Directory "htdocs"> level, but since this is a demo application on my workstation only, I don't think it is really hurting anything.  Someone who knows Apache better than I do is welcome to elaborate!

1.  go - C:\Program Files (x86)\HPE\WebTours\conf\httpd.conf   

make sure it's not commented : Listen 1080 

2. check this  , go - C:\Program Files (x86)\HPE\WebTours\conf\httpd.conf  

change deny to -> Allow 

<Directory />
Options FollowSymLinks
AllowOverride None
Order deny,allow
Allow from all
</Directory>

3. start this : StartServer.bat

4. go to browser and open this : http://localhost:1080/WebTours/home.html
