Export/Import Saved Searches (reports) in NA

Provide a permission and functionality to allow a user to export/import a saved search. 

Use Case:  Power-Users will come up with a handy or useful way to search and display information within NA.  However the search may need to be adjusted for various device groups at run-time.  This means that it can't simply be made into a system report.  Users would like to be able to export a useful search, provide the export to other users as an import.  The new receiving user would then have a useful report which they are able to edit.

Even though it does not seem like it you can edit a system report.

1. Create a new report.

2. Note in the URL the report ID

3. Make the new report a system report

To change the system report:

1. Edit any private report.

2. While in the edit scree replace the URL ID with the system report ID noted on creation

3. Press enter.

Now your editing the system report. Once saved it will still be a system report.
