NA: new user privilege option for Policy Rule Exception

We need to limite user from adding Policy Rule Exchange.

Regular users who can create Policy Rule may not be allowed to add rule exception in order for their devices to temporary skip the policy check. We would like to limit this privilege to only certain users, like network architects.

If a user has privileges to write the policy, why would you prevent them from also designating exceptions?  If you prevent exceptions, they could just write the policy in a way to exclude the exceptions anyway (i.e. they could use if/then logic to acheive similar effect).  Seems like if you don't want users designating exceptions then don't let them write the policy at all.
