SNMP Protocol Version should be propogated from the Regional Manger to the Global Manager

In a GNM setup, the Regional Manager has nodes seeded, they are SNMP V3. When viewing those nodes on the Regional Manager the SNMP Agent is displaying Protocol Version as V3.

However when viewing the SNMP Agent of those nodes on the Global Manager it shows Protocol Version as V1.

The expected behavior is that the Protocol Version for nodes discovered by a Regional Manager be displayed on the Global Manager.
