Support pacemaker on RHEL 7

For running NNMi2019.05 in 'Very Large', a High Availability cluster infrastructure is mandatory.

Pacemaker is highly recommendable state-of-the-art technology for RHEL7 and higher.

Please evaluate if NNMi2019.05 can be run on RHEL7 with pacemaker.
