To add decimal places to the formatted string send to Netcool

Customer sends the summary strong to Netcool like this:
High input error rate on $sourceObjectName, $ifAlias. Current value: $cia.thresholdMeasuredValue Threshold: $cia.thresholdLowerBound [Netcool_Filter:$xxxx.device.netcool Mgmt_IP:$xxxxx.device.ip]

The problem is that $cia.thresholdMeasuredValue is showing 0.0 instead of 0.00000007, seems like there is some truncation. Need to know how we can show more decimal places in the summary text we send to Netcool.

In the current product, there is no configuration option available to set the decimal points precision. A similar problem with the NPS team has been reported. Looks like, the decimal point truncation to 2 places exist everywhere in UI and in NPS reporting too.
