limit number of concurrent user sessions in NNMi/NPS Web UI

NNMi/NPS needs a way to limit number of concurrent session(s) per user and globally.  This is one of security requirements mandated by US Federal government (https://nvd.nist.gov/800-53/Rev4/control/AC-10).

In the current state of the industry I'd make this a configuration option.  There are some times where I run multiple sessions in order to compare information while troubleshooting complex issues.  Additionally, with the advent of virtual desktops it's not uncommon to run multiple sessions across diffent source addresses.  Not a bad feature suggestion, but it should not be mandated.

Good point. It would ideal if this settings can be enforced at user or group level, so administrator can set different policies depending the needs.
