Micro Focus License Manager Service is not running.

Problem:  Net Express must be installed with Full Administrator rights and with full access to the Registry. Failing to do so may cause the following error to occur when launching Net Express:

Micro Focus License Manager Service is not running.

When opening Windows Services to start the service, the Micro Focus License Manager is missing.

From WrapPack 6 onwards, if Net Express is being installed with insufficient rights, an error will indicate that the Registry Key: SOFTWARE\Micro Focus\NetExpress\5.1\XDB\2.0\XDB Server cannot be written. However, in older versions, such as NX 5.1_base, this error does not show during installation.

Resolution: Install Net Express with full administrator rights and make sure users have full access to the Registry, this can be checked by going to the following keys in the Registry (just accessing them, no need to perform any modifications):

HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Micro Focus

HKEY_LOCAL_MACHINE\SOFTWARE\Micro Focus

Note - If the user does not have full access to the Registry, they will be presented with an “Access Denied” message.
