We are facing problem with some of the devices,
This task did not complete. Failed to connect via ssh. Failed to connect via SSH to 10.166.252.16 on port 22. Connection refused.

have you patch recently?
it could be that these devices use a SSHv1, there is a property for some of those:
on the Adjustable_options.rcx on NA server add this just before the </options> tag
