how to generate NodeUp event when NodeDown event is closed

We are running NNMi version 10.10.543 and would like to know how to generate NodeUp event when NodeDown event is closed. We have done this in our older NNMi version 9.24 and followed the same procedure but can't get it to produce the NodeUp event.
