install iSPI Performance for Metrics/Network Performance Server Error

I'm install iSPI Performance for Metrics/Network Performance Server 9.10 following the installation guide,but failed.
The error message is:
New ContentStore: Setup BI Server roles: Attempt 1
WARN: Failure on attempt 1 to setup BI Server roles.. try again in 30 seconds (Logfile /var/tmp/PerfSPI_PostConfigBIServer.ovsh.txt)

Check PerfSPI_PostConfigBIServer.ovsh.txt),the content is :
Cannot log in with user "Anonymous"
Please check that:
1- HP ERS BI Server is started
2- Parameters specified in ../conf/connections.prop are correct


The /conf/connections.prop content is

Hi ，I have got the same problem, have you got any soluation about this problem, someone said that it is  a compatibility problem with the timezone setting
