AFP and Simple passwords not syncing

In the past I've been using AFP with simple passwords for our Macs.
Sometime between now and when i upgraded to SP3, simple passwords are
no longer being synced with the NDS passwords. I've recreated the
password policy per the NMAS documentation, as well as deleting the old
policies. I still am unable to log in with AFP with users that do not
have a simple password set. Users that did get their simple password
set can log in with no issues. I've run the nmas trace and here is
what I get below. Any thoughts or ideas would be great as I've gone
through all the TIDs and docs about 5 times already and am about to
call tech support. Thanks.
