Cannot start iManager

Help needed!
After an upgrade to NW65 sp3 I am not able to start iManager.
I get following errors:

HTTP Status 404 - /nps/servlet/portalservice
type Status report
message /nps/servlet/portalservice
description The requested resource (/nps/servlet/portalservice) is not
available.
---------------------------------------------

I have study Novell documentation and TIDs.
I have done following steps:
LDAP function check - no problems,
PKIdiag check, certificate check - no problems.
iManager reinstall via NWConfig - no success.
iManager manual reinstall via Novell TID - no success.

I am able to get https://server/nps/servlet/configure page,
after reconfiguration - the same error.

I have check all apache log files - no errors.
In Tomcat log file there is one error message:
