Client 4.91 SP1 "Did you forget your password?"

I'm having a little problem with this option. I have everything set for
this to work and I do have it working for two of my users so far. The only
way that I can find to make this option work is to have them set their
challenge/Response answers in Virtual Office. When I try to have them set
it through the client I get an error explained in TID# 10099068 unless that
answers have already be set. This TID says that a new DLL is needed but I
cannot locate it. Is it available yet? I really want to roll this out to
my users but I can't have all of them going into VO. Any help would be
