Distribute certificates

Hi,

Which is the right way do distribute a trusted root certificate to all the
clients?
I tested to put it in the machine GPO, but I can't get it to be put in the
users trusted root.
How should I do it? We use ZfD 4.01 IR5 and XP SP2.
