File and Directory Permissions - Mambo CMS

Hello, I'm trying to install the Mambo CMS on our Netware 6.5 server with
Apache 2. I'm having problems with it because the CMS needs to manage a
number of folders for upload/download purposes, but I cannot seem to change
the directory/file permissions. I've tried changing the permissions with
Dreamweaver and an SSH client - they both say they've changed the
permissions, but the Mambo installation wizard says they haven't. I'm
wondering if the remote clients are just changing the permissions for one
user (that they're logged in under) and if Mambo/Php/Apache is using another
user.

The folders branch off from:
sys:/www/mambo/

The Mambo errors show:

Session save path: sys:/php5/sessiondata, Unwriteable

administrator/backups/Unwriteable
administrator/components/Unwriteable
administrator/modules/Unwriteable
administrator/templates/Unwriteable
cache/Unwriteable
components/Unwriteable

Check your open_basedir directive in your php.ini file.
