Issue with accessing user TEMP files

Client for Open Enterprise Server 2 SP4 (IR4)
Windows 10
SLES 11-4
OES 11 SP 3
Windows 10 Pro 32-bit

Issue: Accessing temp (%temp%) files during install (elevated priviledges). Persistent since March 2016.

Changes: Unknown. As this is a SMB I support and don't recollect.

Application errors accessing file. Can verify file exists.

Also experienced error when updating OES 2 SP4 (IR3) to (IR4) client using ACU. Automated installer prompts for various language files. Files exist in temp directory and install proceeds when choosing RETRY. Occurs on about 4-8 files during install of OES client.

Something is amiss in the client or OS to cause issue with temp files. Any assistance would be appreciative.

you launch the installer from the locally unpacked exe?
If it works upon Retry: Is there a local virus scanner active? If so, try and disable it.
