NAL window covers Password self-service prompt

We have Client 4.91 SP5, NW 6.5, and ZEN 7.0. We are implementing the Password Self-Service feature, but when NAL loads it is covering the window that prompts the user to enter their secret answers. Has anyone else run into this or know of a solution? It is causing confusion as many times users don't know enough to minimize NAL to see what is behind it, so eventually they are getting locked out because they don't answer the questions.
