Once you use this set paramter, the "reset server" and "restart server" commands behave differently. So you can try both to see if any of them works.

Well, alas, in that case, I see little hope in finding a solution. NetWare
is simply too old and no longer supported by vendors. So if there are
driver, hardware or BIOS related issues, there is little chance in finding
a solution.

Well, there is always the option to install the free Vmware ESXi on the
Hardware, and then install Netware as VM into it.
