No Workforce defined for this installation mode

Hi,
When I try to run the new distribution upgrade release of Novell open enterprise server 2018 sp1 I get the following message:- No workforce defined for this installation mode. I have already run it with no problems on our email server and everything worked fine. In addition, I copied the oes-installation.xml file from the server that upgraded to the one which produced the error, but I still get the error.

Anyone got any ideas how to fix this?

Got the upgrade installed bu had to use the zipper method rather than wagon.
