Press Ctrl+Alt+Del and nothing happen after workstation locked

Windows Server 2003 with NetWare 4.91 installed. And log into local
workstation only with local administrator account. After workstation
locked, and Press Ctrl+Alt+Del and nothing happen, screen go back to
"Workstation locked" dialog box.

Sounds similar to a GINA issue we had a while back.
Do you have Ctrl-Alt-Delete enabled for the GINA at system startup?...

Ctrl-Alt-Delete is a special key sequence that breaks out of any application
that might be running.
This effectively prevents Trojan Horses from pretending to be the logon
screen and secretly recording your password information.
