The NSS theory is not panning out. I'm including an excerpt from the abend
log of another server doing the same thing (abending during trustee backup
while performing a migration from NW5.1sp6 to NW6.5 sp1.1).

The NSS_ADMIN volume is a virtual volume that only exists when NSS is
loaded. If you don't load NSS support, the volume will not even exist.
However I have never used eDirectory 8.7.x on a NW 5.1 server. Maybe
eDirectory 8.7.x has the file system extensions that allow it to be
managed through the ADMIN volume. In any case, you can try is the
command:
NSS EXIT
works.
