I've checked our settings:
Maximum Record Locks Per Connection: 50000
Maximum File Locks Per Connection: 5000
Maximum Record Locks: 20000
Maximum File Locks: 200000
Read Ahead Enabled: On
Read Ahead LRU Sitting Time Threshold: 10

Your totae number of record locks is lower than the number of record
locks per connection. That way, you will only have a limited number of
record locks available and depending on your database site (if it has
more than 20000 records) you might get into trouble for certain
operations.
As record locks don't take much memory, I would enter the maximum
possible number of record locks, e.g 100000 record locks per
connection and 400000 total record locks.
