Unable to activate USB Hard Drive

I keep getting a CIOS: SCSI Error on WD (It's a Western Digital 2TB
external drive)
EHCIDRV.CAD is loading (v 1.07 Feb 26 2008) and the server is a Proliant
ML350 G4 with 2 USB 2.0 ports, running NW6.5 SP8.
At some point this server will be running OES, but right now I keep
trying to connect this drive.
In NoRM it says the device is not active, but clicking on Activate
doesn't change anything.
NSSMU can see the device but is unable to Initialize it.

Any ideas out there?

EHCIDRV.CAD is version 1.05, I was looking at OHCIDRV.CAD, which I was
testing and it's 1.07.
Both same date.

It's possibly a 4kb block sized drive. These won't work with Netware (or
most other slightly outdated OS's), which only support drives with 512kb
blocks.

Thinking it could be the existing partition I connected the drive to a
Windows server and removed the existing partition using Disk Management.
I connected back to the Netware 6.5 SP8 server and I try using NSSMU to
initialize the device, always unsuccessful. The logger screen keeps
showing that CIOS: SCSI Error
