Unable to load IPMGMT.NLM at boot

This has been happening for a while on one of my Netware 6.5 servers. When the server boots I get these two errors,

9-28-2013 11:41:12 pm: SERVER-5.70-2713 [nmID=D0003]
Module did not release 1 resource
Module: TCPIP - NetWare IP Address Manageme
Resource: IPMGMT Console Command
Description: Console Command Handlers

The last thing to appear in on the console at the end of the boot is this,

9-28-2013 11:41:52 pm: SERVER-5.70-836
Error unloading killed loadable module (IPMGMT.NLM) TCPIP - NetWare IP
Address Management

I have found a work around to getting the Server online, I run HDETECT and manually bind the protocols. It will immediately get the server up and running.

It hasn't been a huge issue till we had some storms lately overnight where power outages have exceeded the battery backup's life.

This is my NETINFO.CFG:

#!SERVERTYPE=NORMAL
#!
#!UIMODE=NORMAL
#!
#!BEGINGENLOAD

LOAD BCALLSRV
#!END
#!
#!BEGINTSMLOAD

LOAD CNEAMD NAME=CNEAMD_1_EII FRAME=Ethernet_II SLOT=3
#!REFCOUNT=0
LOAD CNEAMD NAME=CNEAMD_1_E83 FRAME=Ethernet_802.3 SLOT=3
#!END
#!END

#!BEGINBIND STATUS=ENABLED
BIND IP CNEAMD_1_EII ADDRESS=10.0.1.1 MASK=255.0.0.0 GATE=10.0.1.254

Last bit of info, this server is virtualized with VMware. Any help is appreciated, thanks.

Can we see your autoexec.ncf please? And console.log covering the boot period?

And if you manually run those commands do you get those same errors?

I did try to manually load IPMGMT.NLM and received the same errors. Below is the files you requested.

OK so your first errors are

SYSINIT: Binding IP to CNEAMD_1_EII.
SYSINIT: Could not find protocol IP: item not present.

SYSINIT: Binding IP to CNEAMD_1_EII.
SYSINIT: Could not find protocol IP: item not present.

And that's presumably because tcpip.nlm isn't loading until later - in my server tcpip.nlm is explicitly loaded way before binding or ipmgmt.

What does your initsys.ncf say?

This is all that my initsys.ncf contains:

As a bandaid for now I have added "Reinitialize System" to the end of my Autoexec.

I've just noticed you have initsys.ncf twice in your autoexec:

sys:etc\initsys.ncf
load conlog MAXIMUM=100
; Network driver LOADs and BINDs are initiated via
; INITSYS.NCF. The actual LOAD and BIND commands
; are contained in INITSYS.NCF and NETINFO.CFG.
; These files are in SYS:ETC.
sys:\etc\initsys.ncf

May as well REM out the second one.

And you have no explicit Load tcpip anywhere, I think, I'd put that in just after the file server name.

Thanks for the advice, I'll give it a shot and report back.
