User Rights

Question: User can create accounts in any level of our tree. They can
not assign rights to the account they created unless they own the rights
themselves. Additionally, they can not edit an existing account unless
they created it. Any ideas what could be going on?

It appears as though my O is a trustee of itself. Under Assigned
rights, there are Entry Rights with Browse, Create, Read, Delete, and
Inheritable. The other O's in my test tree's are trustee's of
themselves, but do not have the Assigned, Entry Rights added, they only
show Print Job, and Login Script.

What is your take on this? Do you think this is where my rights are
filtering down from?
