User assigned bundles not delivering

We are starting to roll out Client for Open Enterprise Server 2 SP4 (IR5) and on some computers (Win 7 x64) the user assigned bundles are not applying. This was not a problem on an older version of the Novell Client and we just started seeing this on computers with the OES client. Is there a OES configuration setting I need to change? We are using eDir and are not in a domain environment. I even re-imaged some of these computers but the problem still remains so that makes be believe it is a problem with the OES client. We are using ZENworks 11.4.1 to deliver bundles and policies.
