Weird Chinese issue

I'm running NW6.5SP4a Netware (not OES), installed as English platform
here at my Chinese site. My users has been putting files on the server
in Chinese. Haven't had much problem. But every once in awhile, there
will be a folder that is empty. No one can see the files in it.
However, for some reason, only my laptop can see the files. Other
systems at the site are installed in Chinese and some in English, but
they can't see the files. What I found is that if I remove the Chinese
named files, they can see all the files again. If I slowly put one
back, a group of files start to disappear. Any ideas on this? It's very
weird. Other Chinese files doesn't cause this problem. Only in rare
cases do I see this. Thanx!

Sounds like a UTF-8 issue. Only a UTF-8 enabled client can read files
written by one.

Hum...I don't remember clearly, but I may have had one of my IT guys
enable UTF-8 option in the client and it didn't fix it...I think. Not
too sure. I'll have to double-check again. Anything else it could be?

It would typically be the character set used in the file name; similar
issues happen with Macs/Windows.
